The fries are supposed to be cripy on top or on the side. The empanada was fried instead of...baked. Peruvian empanadas are supposed to be baked Very few item in the menu( only 5 or 6 I read a review saying Culantro was better that El Inka in Burlington, so I drove all the way from Vaughan. I think that review was wrote by the Culantro owner. I went around 4 or 5 years ago and the food has not improved.
