Being Japanese, my standard is a little bit high for ramen, so I have to say Kuma is ok/decent in Victoria. If you go to Vancouver, you can get a really really delicious ramen. Anyway, I am not saying Kuma is bad. Kuma is good,...so for people who live in Victoria, I'd say try it. Only thing I have to say is just have the right expectation (depends on your standard) to enjoy your experience.
