Yes, the value is in the quality of the food. Excellent pho and a large serving with large cuts of tendon and tripe and beef. Spring roll wasn't expansive but tasty. So, Yes, excellent food and cheap prices. So where does it chintz out? Pretty...much every where else. The service is efficient but impersonal and unprofessional... like it's the owners kids working the tables... wait a minute... they probably are. The decor is beautiful... if you like melamine tables, bland white walls, sticky and dirty floors, no AC in a hot and humid room, and loud and noisy diners. But again the food is excellent so let's just go with that. And bring cash. No credit cards accepted.
