Most definitely average.
Most definitely average. We try to visit dim sum restaurants wherever we are in the world. This one is straightly meh. Shrimp dumplings and shrimp rice crepes were good, but everything else real so so. We did go on a Monday and many places were...opened in Victoria for beginning of the week this time of year. So, unless you are dying for dim sum in Victoria, I would recommend go somewhere else.
